It was raining.
This in itself was no surprise. Baltis, after all, was known region-wide as the city of rain. Even a foreigner could infer this from the complex drainage systems in place, the jungle-like humidity, the ubiquitous puddles. Umbrellas were as common as wallets and water as common as light. Indeed, Carine could only expect rain from such a city, and she had planned to purchase a foldable umbrella at the first sign of it.
What was surprising was that thunderheads gathered the literal moment Carine set foot in the city. What was surprising was that it didn't take a full minute for the rain to go from a sour drizzle to a straight-up storm. That was what surprised her.
The December rain, cold and heavy and everywhere, fell in sheets so intense that Carine could believe Lugia itself was the source. She shivered under the candy-striped awning of a random storefront, the nearest shelter she could find. She watched the locals snap open their umbrellas, pull down their hoods, and carry on as they would on a clear, beautiful day. Strangers to Baltis like her, however, were scrambling this way and that, seeking refuge in houses, cafes, taxis.
The weather was being particularly cruel to Carine, who had hair long and thick enough to hide a dead body in. Most days it was an asset, but at the moment it was little better than a wet fur scarf coiled around her head. With a dreary sigh, she leaned against the brick wall and swept all her hair over her shoulder. She winced at the fritz and began weaving it into a Rapunzel-esque side braid, her deft fingers working kinks out of the stands. She still felt wet and gross, but the repetitive movements made her feel a bit better about the fact.
The rain continued to fall. It likely wouldn't be long until someone as thoroughly soaked as Carine joined her under the awning.

Cooper gazes up at the stormclouds, huddled beneath a stone bridge that spanned across a river. He had made this little outing beneath the bridge into a makeshift home- a blanket was spread across the wet grass so Cheerie, his Yanma, could sleep comfortably. A lantern was a suitable light source, coupled with some dirty pillows here and there. Conch, a rather tubby Wailmer Cooper had begun to plan a proper diet for like a responsible trainer, seemed pleased by the rain- yet he'd always flinch and dive under when thunder crackled above alongside the timid Cooper that was also not a fan of loud noises.
The boy soon could make out footsteps echoing in the puddles nearby. He backed away, his stub-hand on Cheerie for comfort... Conch was still underwater after hearing a particularly loud lightning strike, though. But, just to be safe, the boy would creep into the bushes surrounding the bridge's underside to go take a look at whoever was nearby.
The rain now whipped mercilessly against Cooper's hat and clothes. It was hard to hang onto the hat in the wind, especially with his long sleeves covering his hands. Still creeping forwards as the bushes rustled with each of his steps, he'd come to the end and peek out of the underbelly of the foliage. Nearby was a soaked woman under an awning... Cooper tilted his head- the sight was innocent enough, nothing to get overly worried about. He'd glance about for any other people, but should the soaked girl catch eye of the wide-eyed Cooper in the bushes after the rustling of him approaching, he'd quickly pull his head back into the bush with a startled gaze.

Rain. Great. No, just perfect.
The Servine Morph was making his way down the streets of the most rain filled cities to ever exist. Luckily, the man was always prepare. His black umbrella shielded him from the awful downpour that struck this city. If it hadn’t been for the drain pipes and gutters every 5 feet, the city would certainly be flooded. That certainly would have done no good for his clothes he wore.
If the mood couldn’t get any worse, Leon couldn’t have his best friend out, Cyndaquil, for he would only door poorly in the rain. He knew that the Cyndaquil was already fragile enough, it didn’t help that thunder gave him a heart attack. It was too bad, but it had to be done. Soon, he could find a nice place to rest and maybe take shelter. He was supposed to be waiting on the application review on his gym anyways, so it would be better for him to just wait it out.
On his path, the Servine boy encountered a bench. It made the boy chuckle to himself. Why would there be a bench in a city where it rains day in and day out? It was truly a bold move for the designer. Either way, he carried on. He watched as a biker drove by, unbothered by the rain as he went out on his business. This town truly held some wonders… and some mysteries…
As Leon was starting to arrive to the approximate location of his hotel, he found a figure under the awning, soaking wet from head to toe. Being a gentleman of sorts, he walked up, folding the umbrella as he went under the sheet of the awning and offered her the cane of the umbrella. “Here. You’ll need this more than me.” The man looked serious and slightly uninterested, but his eyes had a twinkle of care in them.

Something rustled around the stone bridge nearby. A wild Pokemon also taking shelter from the rain, Carine speculated, removing a yellow scrunchie from her wrist and securing the end of her braid with it. She also zipped up her puffy white winter jacket, squeezed water from her hair, wiped her hands on her leggings, crossed her arms, uncrossed her arms, and examined her nails. All this she did in her slow, meticulous way, as if she stood in front of a dance studio's many-mirrored walls rather than this awful soggy rain. It was important to Carine that she maintained an air of elegance at all times even when she couldn't look the part.
She absently glanced down at the undergrowth surrounding the bridge and made eye contact with a boy.
He disappeared in a flash, a sight so sudden that she felt she had imagined it. Without a doubt, though, there was a child—a small child, from what she saw—squatting somewhere underneath that bridge. This aroused no sympathy in her, but it did pique her curiosity. Was he homeless? Lost? Foolish? There was no way she could investigate in this blinding rain.
As if on cue, a man ducked under the awning with her an offered her an umbrella. "Ah! Thank you so much," Carine said, though her eyes remained focused on the bridge. It was only when her fingers wrapped around the umbrella's cane did she bother to meet the stranger's eyes, thus receiving her second mild shock of the day.
A morph.
Rain had the peculiar power of bringing people together.
"Sorry for staring," Carine said after a moment, allowing a sheepish smile to grace her lips. There was a good chance that this man was a member of Team Crux as well, but she wasn't about to ask him about it outright. She made a mental note to check Crux's database of registered morphs later. "It's just that I've never seen a morph before... well, never mind that. Do you mind checking out that bridge over there with me? Maybe the rain's getting to me, but I swear I saw a little kid hiding under it just now."
She didn't wait for an answer, figuring that a man polite enough to offer an umbrella to a stranger wouldn't refuse her request. Snagging his wrist with her slender fingers, she snapped open the umbrella with one hand and pulled the morph out of the awning with him. She at least had the good sense to draw him close to her so the umbrella would cover him too. "Hey kid!" Carine called, raising her voice above the deluge. She stepped off the road and onto the grass sloping downwards to the river. "Can you hear me? You shouldn't be under there in this weather!"
@sketch she seems like a good samaritan now but just wait until she finds out he's a morph too

STILL VAGABOUNDSCOOPER'S SWARM ABILITY ACTIVATED
Cooper pressed his back against the bridge's back, sweating despite the wind chill and pouring rain. He had most surely been spotted, as evidenced by the voice of that lady calling out to him a few moments after he arrived back in his makeshift home. Cooper glanced about, uncertain as to where to go or what to do. "N-Nobody's home! Please g-g-go away n-now!" He spoke impulsively, soon resisting the urge to slap himself right in the face with a Mud Slap attack right after. Cooper pulled his blanket over himself, only his head peering out and shaking now, silently praying that he'd be left alone, though the Morph was unaware that the familiar Leon had strolled into the area as well.

The lady took the umbrella with a kind thank you. When their eyes met, he raised his eyebrows to see her eyes… shining, he wanted to say. “...Yes?” He pushed the question into her, which led to her apologizing. “It’s quite alright, I didn’t disguise myself today, I didn’t think I’d be meeting anyone in this rain, but it seems I did.” He looked at his pale hand, reaching up his other hand to tuck in a leaf into his green suit. The girl went on for a second about how she had never seen a morph. Leon tried hard not to roll his eyes. He’d heard that many times before.
The next thing she asked was quite surprising. She asked to go over to the bridge to check for a… child? Why would a child be out here in this rain? Didn’t their mother ever tell them that was unsafe? “Well, yes I suppose so…” He said softly, about to head over when he found himself being dragged instead. She pulled him rather uncomfortably close, but he new it was out of good will to keep him under the umbrella, so he decided not to question it.
The lady called out to the nothingness behind the bridge, which only made him surprised to see she got… something of a response back. But the voice that responded… It was vaguely familiar. A stuttering kid… where had he heard that? Then it hit him like a truck. “Cooper, is that you? Get out from there, it’s cold and raining, you’re going to get sick.” His voice was smoother than usual. Was he feeling okay? Obviously not, as his tail was drooping mid-way to the ground. Was it the rain? Was he sick? Maybe he was just sad? Either way, it would’ve been noted by any person who knew a good bit about Snivies and Servines.

The man admitted that he was usually in disguise, which made sense to Carine. Morphs were sometimes feared and scorned by society for their preternatural qualities and their strong association with Team Crux, and the team in mention hunted down morphs who had defected or weren't in its ranks. Bad people were always after morphs.
Bad people like Carine, maybe. It was too early to tell.
"Contradictory," she said under her breath when a weak voice quavered from under the bridge. The child's claim was interesting in that he had referred to the area as "home," which implied that he was setting up camp here. Maybe he was homeless after all. "We're not going to hurt you," she called in a louder voice, casting a side glance to the morph. His tail was drooping like a wilted flower, but it meant nothing to her as she had little knowledge of the Snivy evolutionary line (and of the fact that the man was a Servine morph himself). She surmised, perhaps not incorrectly, that the heavy rain was getting to him.
The man's words surprised her. "You know him? Carine asked, though in a rhetorical manner because of course the answer was yes. She inched her way down the hill, taking great pains not to slip on the water steaming down the grass, and arrived in front of the bridge's underside. She squinted. It was hard to see much of anything through this abundant grey rain, but she could make out a ratty blanket and something poking out from under it.

STILL VAGABOUNDSCOOPER GESTURES FOR YOU TO LEAVE
Cooper peered out of hiding at the sound of a familiar voice he was still learning to properly trust... Was Leon here? What was he doing out here in the cold rain? Cooper digressed, though, since he himself was stuck out here as well. He could hear footsteps approaching through the rustling foliage, which in turn made him retreat further under his blanket. Conch stirred in his sleep and Cheerie crawled under the blanket to comfort Cooper as well. The boy clutched onto his Yanma, doubting the female voice's intent to not hurt him out of sheer paranoia.
By the time the Morph and his new companion arrived under the bridge, Cooper zoomed right out from under the blanket, hiding behind the bridge wall and standing in the rain. Now that the two could get a good look at Cooper, it was clear his nose was running somewhat, and his skin was paler than usual, even with his usual startled nature taken into account.
"N-No, I'm fine--! G-Get out of m-my house, p-p-pleas--" Cooper began when Leon spoke of the cold and getting sick, only to be interrupted by a violent sneeze working it's way out of his mouth. He held onto his hat in the rain, shaking his head and wiping his nose. Cheerie had come out from under the blanket as well, trying to shake the sleeping Conch awake, but to no avail. She eyed the two trainers, then Cooper... Just what was going to happen now?

Leon eyed the girl as she called out to Cooper once more, saying they were no harm. He only hoped that was true, for he knew the Grubbin Morph was rather sensitive of meeting new people for… obvious reasons. From being judged to being kidnapped, it just made sense to hide away. When the Lady asking if he knew him, he decided it'd be better to keep a lower profile on the boy, just to follow his requests of him. “Yes, he's a cosplayer I met one day while taking a back road. He's pretty good at it, as a professional outfitter myself, I would know.” You're welcome, Cooper.
When the two started to walk down the bridge, Leon called out to his friend. “We’re coming down, watch out” When they arrived, Leon picked up the blanket off the sleeping whale and looked at Cooper. Disgusted at the site, he moved towards the boy. “Gods, kid, are you Okay? You look awful…” Leon shot up at house, crossing his arms. “Wait… you've been living out here? All alone?” Leon felt awful knowing that.
He leaned down to the other morph and offered a hand to him. “Say, let's get you inside and get you some food. I'll pay for an extra bed at the hotel and you can sleep on the warm. I'll get you some medication for your cold, too.” Leon, regardless of the response, looked at the Yanma. “Mind helping me out, little buddy?”

For all her compulsive lying, Carine was bad at identifying the lies of others. It probably had something to do with her refusal to acknowledge the boundary between truth and untruth. "I see," she said, accepting his explanation for now though it seemed strange to her that a homeless boy would go out cosplaying. How would he have secured the materials for a cosplay that could impress a professional outfitter?
Well, she thought to herself, maybe he was just resourceful. And even the impoverished had to have fun sometimes.
The boy, who still escaped her vision, pleaded for them to leave his house. This pitiful statement managed to strike a chord of concern within Carine for once. Even a homeless person in wouldn't go so far as to call this miserable shelter a house, would they? This was kind of sad.
The man seemed similarly alarmed as he peeled the blanket off the boy and, she noticed for the first time, a Pokemon. A Yanma, to be specific. The boy was even smaller than Carine had first suspected, though that was because he was curled up so tightly that it seemed he would disappear within himself. He did appear to be on the verge of collapsing.
"You couldn't stay here even if you wanted to anyhow," Carine pointed out after the morph offered to provide the child a better place to stay. "The river level's going up and the rain doesn't look like it's gonna stop anytime soon. You'd be flooded in no time." She didn't want to scare this Cooper kid, but she wasn't exaggerating. The water flowing under the bridge was going up, up, and up, and already it was beginning to lap at her shoes. The storm raged on.

Cooper flinched again, his breathing only picking up in pace. He could feel Leon's likely judgmental eyes scanning his tiny body- his comment about living out here all alone made Cooper feel all the more pitiful. He took a step back when Leon extended his hand. "N-No t-t-thanks! I--I get y-you're trying to be nice a-and all, b-but it's not b-b-bad here, I promise." Cooper spoke. How could he trust these people he barely knew when they stormed into his home and tried to make him leave to face the unknown?
Cooper eyed the flooding river with a mere whimper. "I--I c-can g-go to the p-park instead and s-s-sleep there i-if y-you're that worried. B--But I'm fine out h-here!" The Yanma grimaced as Cooper continued, eyeing Leon worriedly. It took a LOT to properly gain Cooper's trust. When she first met Cooper, one of the only ways to get him to do things was to use reverse psychology, and eventually with a hour of persuasion and understanding. Cooper, at heart, was set alone. Others would likely only toy with his heart.
Still, the boy was glancing about like a cornered animal now. There were only so many tries the two trainers had left before he'd bolt, or act rather impulsively.

Leon’s tail began to droop more.
Bad sign.
“Alright, I guess you can stay out here in the flood” Leon stood up and turned, his expression now unbothered by the situation. He turned to his new friend and winked, hoping she’d catch on to the ruse he was plotting. “It seems you don’t want to be dry… warm… fed… comfortable. Hell, I heard they have room service, so you could’ve just stayed inside and they would drop off whatever you need at the door, but you don’t care.” These were just the smaller things, of course, but what he had in mind was what he hoped would work the most.
“And here I was about to go to the store to prepare a nice meal for my friend, what a shame it’ll be eaten by one. I even thought about picking up the most expensive Pokemon foods to feed your two friends, but it seems you would rather soak up H2O.” Leon walked up to Carine and looked her in the eyes. “Maybe you would like to be my guest in his place?” He didn’t think it would work, since he’d only had one opportunity previously to cook for Cooper, but it was exquisite to as far as he could provide. If there was a recipe, he could cook it and make it better, though a few tries may be in order to make it better.
“Shrimp Scampi sound good?” The Servine smiled and offered her hand. He’d already made the offer, so whether Cooper denied or accepted, he’d have to feed her now, unless she, too, refused. Even if Cooper didn't come along, there were always other ways to move small bodies…
