PERSONALITY
Noah is generally a socially welcoming person that doesn't have a hard time chatting with other people, regardless of their personality in most cases. He doesn't like being alone too much so in his free he can almost always be seen walking around the region with any number of his acquaintances, or perhaps even a stranger that he happened to hit it off with. During an encounter with the red-head, people will probably infer that he is brimming with optimism, sounding happy most of the time when he is conversing. People would also see that he is rather brave and confident since he isn't afraid to speak his mind either, recklessly hurting the feelings of others at certain times. Depending on the situation he might apologize however.
When Pokemon are involved, Noah is just as nice as he is with other people, albeit in a different way. He treats any Pokemon that are his with great care, letting them out of their balls a lot of the time to enjoy the day with him, as well as feeding them when it is appropriate. His favorite activity with them is the same activity that they are so widely used for: combat. The young man trains them when they are feeling up to it and sets up various fights with other Pokemon that are willing. Never will he send his own to attack others that don't want to have a battle, as he thinks Pokemon should be ethically treated just like his own race.
BACKGROUND
Noah Ragner was born in Shaula Town 17 years ago to a loving father and mother who were both Pokemon researchers. His father's name was Axel and his mother's name was Sylvia. Once they both got married they settled down in such a settlement so that their future children could be taught while being around wildlife more than others, which would allow them to gain a better understanding of it. This was especially important if they would be interested in becoming Pokemon trainers like most children wished to be.
Not exactly keeping to their plans of a large family in favor of a smaller unit, the couple had a single son, Noah, and from their they all lived together joyfully. Noah started as a very adventurous little boy, so very curious about the world around him in such a way that he never hesitated to get the hidden answers. This was very troublesome for his parents to say the least since he would terrorize the house and even the outside searching for whatever he could get his hands on. Eventually over time this sense of adventure would be a bit more tame and nothing would have to be destroyed by his young hands.
Noah never had a problem with making friends either, always being the one that started the conversations. This allowed others to open up to him in ways that they wouldn't anyone else solely because the red-head was always willing to listen, and while he was quite blunt during a conversation, a lot of the kids around him admired his honesty rather than condemned him for it.
Over those years Noah learned very much from his hometown, which included knowledge from the school system and a lot of people in the city. He also got a Pokemon of his own within that time, an Axew that he named Ollie. The boy got the little runt when he was thirteen years old. Before then he loved the idea of having a Pokemon of his own, but there really was no point in such a thing as Shaula as the area had quite a few friendly ones that the kids liked interacting with. The reason for taking in an Axew was basically due to his own problem solving methods. The problem? Well, it was the Axew himself.
While roaming around the Stellara region with his parent Haxorus, the Axew got lost in the midst of a stampede and found itself walking around Shaula after several hours by himself. At first he was scared, and his own aggressive nature along with the stress of being separated from his mom got him into fights with other Pokemon around him, feeling threatened at every turn despite everyone in the area trying to be understanding of him. The Axew didn't want to leave the area in fear of his mom not being able to find him, so he stayed, and over the weeks got so used to attacking others that rather than doing it out of fear, he started to enjoyed the feeling. After already accepting that he may have been lost forever, he decided to use the battles to feel at ease.
When the citizens of Shaula noticed that several of the Pokemon in the city were injured, it was a problem that caught the attention of many of them. Upon scouting out the situation, the people learned that it was an Axew causing all of the hurt. As a curious lad, Noah also wanted in on the situation, going with some of his fellow citizens that wanted the dragon-type out of the place. It didn't go well however, as the Axew would either threaten to attack or run away to another area that the people would have to run to get to, only to be exhausted at the end. They were about ready to just capture the thing in a Pokeball and be done with him, but Noah urged them to let him have some time alone with the Pokemon. Knowing that the boy wouldn't take no for an answer, the citizens reluctantly accepted his terms.
And so Noah began watching the Axew for the rest of the day. What he noticed is that while the Axew started fights, his first attack was always held back and weak, and he didn't continue if the target in question didn't fight back, which made it seem like he wasn't a jerk, but instead similar to a kid tapping someone and moving quickly away, implying that they wanted to play tag. This gave the red-head an idea.
The next day, Noah searched the city and spotted the Axew rather quickly as his fights were quite loud. His plan was to wait until there was another possible victim.
And so there was. As the Axew was about to assault a Ledyba, Noah jumped in the middle and took the attack, falling on his behind and hurting a little bit, but he felt it was worth it. The Ledyba ran away in confusion and the Axew looked at the Human that interrupted his fun, quite angrily. However, he didn't launch another move as Noah simply sat there, not fighting back. The Axew growled and walked away, looking for his next opponent. Noah wasn't going to let him fight like that anymore though.
Again and again, Noah would take the attack for any Pokemon that caught the Axew's attention. The tusk Pokemon got angrier every time this happened, looking like he would explode of the time sand just keep hurting Noah until something really bad happened. One time however, as Noah sat on his rump looking over at the flustered Axew, he turned his head and noticed a Gengar from far away practicing a shadow ball on a tree, making it seem as if he was interested in a match. This enticed him to get the Axew's attention yet again and point at the Gengar, forming a fist and pressing it against his other flat hand which the Dragon-type understood immediately. He didn't know why Noah wanted him to go fight the Gengar, but he didn't care and ran to the position, growling while doing so. The Gengar noticed the sound, looked at the Axew and smiled while showing that he was ready to fight.
This was the first time that a Pokemon actually seemed willing to participate in combat with the Axew before being goaded, and it made him feel great because both of them were 100% revved up for the fight, making it much more fun and exciting. Having associated Noah with a battle finder of sorts, the Axew went back to him, wanting to feel the same way he just did. Noah did this for a few days until he showed his new buddy how to find challengers himself, whether they be doing something that insisted they like fighting, or by the Axew getting the Pokemon's attention and making it clear that he was ready for a challenge, only attacking if they accepted. No longer was there any unnecessary goading involved.
Despite learning all that he wanted from Noah already, the Axew took a liking to the boy and vice versa. They learned each other inside and out, even if they couldn't understand one another vocally. For the next four years the two of them spent a lot of time together across the region, as Noah was old enough to be allowed to do so at this point. The teenager even gave the Axew a nickname, Ollie, and the Pokemon liked it.
After feeling that Ollie was ready for it, Noah and the Axew are now participating in the Stellara Pokemon league, as it would be great for the battle-loving Dragon-type. Noah also had his reasons, such as showing the world that he could put together a team of Pokemon that would all work together to take down the champion, thus strengthening their bonds with each other and himself.

PERSONALITY — Ollie is a fighting Pokemon first and foremost, as he has loved to do so ever since he had been separated from his mother. He gets excited whenever he is in a match, going toe to toe against another Pokemon. Win or lose, it doesn't matter, because that is where he gets most of his fun. Aside from that, Ollie isn't really aggressive at all, enjoying the time he spends outside of his ball with his trainer and other people and Pokemon. He loves meeting new people, and it doesn't take long for him to want to play with someone either. He will also get very defensive of Noah if someone seems to be enraged at the young man for some reason, ready to duke it out if need be.
